On September 10, the 5th China Western International E-commerce Conference (WIEC), a sub-forum of the 2019 Eurasian Economic Forum, was successfully held in Xi’an Qujiang International Convention Center. Focusing on cross-border e-commerce and trade, the conference actively promoted the “Belt and Road” economic and trade cooperation and boosted the integrated and coordinated development of cross-border e-commerce with China Railway Express Chang’an. More than 300 representatives from cross-border e-commerce enterprises, brand operators and big online stores attended the conference.

The conference, was sponsored by the Federation of Consumer Products Trade Center of All China Cities, undertaken by Xi’an Municipal People’s Government, managed by Shaanxi Provincial Commercial Department, implemented by Xi’an Municipal Commercial Bureau and Xi’an International Trade and Logistic Park, and organized by Ebrun and Western International Exhibition Co.,Ltd.

Nie Linhai, former inspector of the Department of Electronic Commerce and Informatization at the Ministry of Commerce, Ma Shuzhong, Qiushi Guest Professor of Zhejiang University, Bai Chong, general manager of Google Greater China Channel Business Department, Zhang Yuan, general manager of eBay Greater China Governmental Affairs Department, Cai Hua, co-founder of ymatou.com and CEO of quanqiuyouxuan.com.cn, Chen Yunhai, deputy general manager of huanqiu.com, Wang Yunfei, general manager of Liangyungang Port Group, and Andrei, general manager of Russian Inter Logistics addressed the conference.

In recent years, China’s e-commerce has rapidly developed, taken the lead at the global front in terms of scale and quality, guided the development of digital economy, played an important role in boosting entrepreneurship and employment, and become a key driver in China’s economic and social development. In 2018, China’s e-commerce turnover exceeded 31 trillion yuan, five times more than 2011. China’s e-commerce solutions have become the life line of people’s multi-level and diverse demands. China’s cross-border e-commerce is developing at an even faster pace. In 2018, the customs inspected and released goods worth 134.7 billion yuan, up 50% year on year. The import growth of major E-commerce goods in the first half this year exceeded 20%.

Years of research has further defined characteristics and policies of China’s cross-border e-commerce. On one hand are the long-term implementation of regulations for cross-border retail transition period. On the other hand, proven experience and practice in cross-border e-commerce comprehensive pilot zones can be earnestly summarized to proactively drive the data interconnection in the inspection and quarantine system and accelerate the construction of smart ports. In 2019, cross-border e-commerce is transitioning from the consumer Internet era to the industrial Internet era, and transforming from cross-border e-commerce to global digital trade.

With the development of Internet, the maturity of mobile Apps and growth of cross-border e-commerce platforms, the boundaries of time, space and logistics have been flattened. International trade has become increasingly frequent and convenient. Globalization of e-commerce is like an unstoppable tide. Meanwhile, enterprises are greatly benefiting from the application of AI, big data and other technologies at the commercial level and the spread of digital marketing technologies. Reasonable, efficient and convenient customs clearance procedures has greatly enhanced clearance efficiency. According to the big data from eBay, Chinese stores rank the first among other countries in eBay. Chinese products are sold in 220 countries globally. Sellers at cross-border e-commerce platforms have gone through several stages from manufacturing, outsourcing to selling for companies with renowned brands. Their final aim is to build their own brands.

The growth of traditional non-cross border e-commerce enterprises has been declining in recent years while cross-border e-commerce has recorded an upsurge of 30% year on year. Such high growth is due to a strong consumer demands. Meanwhile, consumer groups features youthful buyers and diversified consumption channels. The boom of live broadcasting and short video platforms further promotes information coverage and consumer convenience.

Xi’an International Trade and Logistic Park, home to the biggest port in Chinese hinterland, is an economic lead zone established by Xi’an, Shaanxi to build a new reform and opening-up highland in the hinterland, and an important bolster and platform for the province and city’s implementation of the Belt and Road Initiative. With the further implementation of the Belt and Road projects, Xi’an and its International Trade and Logistic Park have embraced new development opportunities. The urban layout, industrial system, platform and supportive facilities of Xi’an has gradually been improving inadvertently optimizing the city’s business environment. And Xi’an International Trade and Logistic Park has entered the acceleration stage for development and value fulfillment.
